Under direction of the Director, Enterprise Applications, the Graduate Division IT Manager manages the IT team providing IT and operational support for the UCI Graduate Division (GD).   Develop, foster and support strong, open, trusted and transparent communication with supported business unit and other stakeholders.  Provide GD IT Team management/supervision, project management, business systems analysis and information systems operations management for home-grown, community-source and vendor information systems.  Develop and maintain a broad understanding of GD policies and business practices that facilitates effective interaction with GD staff and management of projects.  Lead and coordinate the implementation of UC wide, campus, state and federal mandated changes, and/or agency/vendor changes and upgrades.  Ensure systems and services remain operational and compliant, timely, and accommodate campus growth.  Lead systems integration efforts as new products are introduced or replaced.  Develop, enhance and test student system integrations, data-feeds and reports in order to ensure overall student systems quality.  Lead and coordinate the research, planning acquisition, configuration, customization, integration, operation and maintenance of vendor and community-source applications.  Follow OIT’s Systems Development Life Cycle (SDLC) and best practices for information systems development and management.

Serve as the primary OIT liaison for all GD units to facilitate management and staff use of all required IT systems, services and support – regardless of what organization groups within OIT provide them.  Maintain communication with all GD units on general IT needs/issues and coordinate activities of other GD IT team members and other OIT service teams to address GD unit IT needs.  Lead, coordinate and report on the status of GD IT projects and initiatives.   Assist and lead functional/business teams to define, scope and propose new projects and initiatives following standard project intake/proposal/scoping processes.   Advocate, support and insist on adherence to the principles and processes of strong project management and software development.

In close coordination with the ESMS Development Manager, project managers, and BSAs conduct and lead the analysis, design, testing, implementation, operation and support of large, complex web-based and rich client-based administrative applications with widespread impact on campus.  Enhance, maintain, develop new and modify existing information processing systems, integrations, data-feeds and reports using a variety of technologies including Java, ColdFusion, VisualBasic, and Transact SQL.  Coordinate closely with the ESMS Development Manage to coordinate, lead and prioritize the work of developers.  Duties include analysis, planning, documentation, design, programming, testing, securing, and implanting large, complex business applications.  Work closely with users to design, support and maintain on-line functions, screens and reports.  Requires staying current with developments in information technology concepts, tools, techniques and applications.  Also requires staying current with policies, business practices and security guidelines, regulations, laws and policies.

Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provide priority setting and work flow analysis.
