Updates to the Parking Website

Details:
As part of our security remediations on the public parking web server, we are making some updates to the website itself (parking.uci.edu). We will be changing two web pages to static equivalents and cleaning up some older forms which are no longer used. No downtime is expected and the risk to website operation is low.
